- Preheat oven to 350°F and line a 9x13 inch pan with parchment paper.
- Make the brownie batter by whisking melted butter and sugar. Add eggs and vanilla, then stir in flour, cocoa, baking powder, and salt. Fold in chocolate chips if using. Spread evenly in the pan.
- Make the cookie dough by creaming softened butter with granulated and brown sugar until fluffy. Mix in egg and vanilla. Stir in flour, baking soda, and salt. Fold in chocolate chips.
- Drop spoonfuls of cookie dough over the brownie batter and gently spread to cover.
- Bake for 30 to 35 minutes until the cookie top is golden but still soft in the center.
- Cool completely in the pan before lifting out and cutting into squares.
