- Preheat the oven to 350°F (175°C). Line a 9x9 inch baking pan with parchment paper.
- Make the brownie base: In a bowl, whisk together the melted butter and sugar. Add eggs and vanilla, whisking until combined. In another bowl, mix flour, cocoa powder, baking powder, and salt. Fold dry into wet. Stir in chocolate chips and spread in prepared pan.
- Make the cookie dough: Beat softened butter with granulated and brown sugar until fluffy. Add egg and vanilla, mixing well. In a separate bowl, mix flour, baking soda, and salt. Combine with wet mixture and fold in chocolate chips.
- Drop spoonfuls of cookie dough over the brownie batter. Gently spread into an even layer without overmixing the layers.
- Bake for 28–32 minutes, or until a toothpick in the cookie layer comes out with moist crumbs.
- Cool completely before slicing into bars. Reheat before serving if desired.
