- In a light-colored pan, brown the butter over medium heat until golden and fragrant. Divide evenly into two bowls and let cool slightly.
- Make the brownie batter: To one portion of browned butter, add 1 cup sugar, 2 eggs, and 1 tsp vanilla. Whisk to combine. Sift in 1 cup flour, cocoa powder, baking powder, and salt. Fold in half of the chocolate chips. Spread into a parchment-lined 8x8 inch pan.
- Make the cookie dough: Beat second portion of browned butter with 1/2 cup sugar and brown sugar until fluffy. Add 1 egg and 1 tsp vanilla. Mix in remaining flour, baking soda, and salt. Stir in remaining chocolate chips.
- Drop spoonfuls of cookie dough over the brownie batter and gently spread to cover.
- Bake at 350°F (175°C) for 30–35 minutes, until cookie top is golden and toothpick comes out with moist crumbs.
- Let brookies cool completely in the pan. For neat slices, chill before cutting into bars.
